The Government announcement on skills reform is not just a policy shift, it’s a signal of intent. It’s also incredibly reassuring to see such significant investment in the future of young people and its potential positive impact on the regional economy.

At the heart of reforms is a commitment to creating opportunities for young people. The introduction of Foundation Apprenticeships from August 2025 is a potential game-changer, especially in the North East, where greater access to early career pathways is vital.

These Level 2 apprenticeships could offer young people a route into priority sectors, like construction and health, and will be incentivised by employer payments to encourage take-up. You would hope that by providing a broad introduction to industries and essential soft skills, Foundation Apprenticeships will help young people explore, develop and decide career paths with more confidence.

With the Government focusing funding on early-stage careers, shifting support from Level 7 apprenticeships for older learners, is a bold move. The plan will be to channel public investment towards areas where it delivers long-term impact, primarily at the beginning of someone’s journey. It’s also reassuring to see continued support for care leavers and those on EHCPs (Education Health and Care Plans), maintaining inclusivity at the core of the system.

In the North East, where construction and manufacturing are vital to the economy, the £14m boost to adult skills training and launch of Technical Excellence Colleges (TECs) are good news. They will both help build a workforce equipped with the skills employers are crying out for. TECs will help raise standards and inspire the next generation of construction careers.

With the expanded Skills Bootcamps and investment from the Immigration Skills Charge, this package speaks to future where skills, ambition, and opportunity are accessible to all.

NEAAN supports these changes and will continue to champion apprenticeships, engage employers, and inspire young people in our region. This policy update is a promise of progress – we need to seize it.
